The idea of criminalizing the demand for sex workers is often called the Nordic model, because of a 1999 law passed in Sweden which was soon after copied by Norway and Iceland. It is also referred to as an "end demand" approach. In most places where "end demand" has been tried, what happens is that the police end up arresting those who are easy to arrest, which are the sex workers themselves. In Chicago, more than 97 percent of prostitution-related felony convictions were of sex workers, despite an "end demand" campaign.
