A hungry man would see Utopia as one with plenty of food. As we experience deficiency in one need or another, our state of mind changes accordingly. Maslow never conceived of the needs as a hierarchical pyramid. He felt that we needed to work on all the needs simultaneously, and that we would have to go back and forth continuously integrating them. Maslow's Pyramid was actually conceived of by management consultants in the 60s, and became popular in the emerging field of organization behaviour, which was enamoured of top-down managerialism.
